Counts do not include incidents motivated by two or more biases or crimes motivated by bias against ethnic groups (such as Arabs or South Asians), which also increased dramatically in 2001. Counts reflect crimes reported by participating law enforcement agencies; participation and collection systems changed over time, including the transition to NIBRS in 2021.
